Women's Tactical Pants

The Women's Tactical Pants run a little small in the waist. I am normally a size 16 and I can put the pants on fine it fits in the butt, the legs, but the top seems to narrow and I cannot button them. It would create the worlds worst muffin top and would not be able to breath. Tried the size 18 and the top was still narrow. Went to the men's and no issue with buttoning.
